Model Rockets and Estes Ignition?

I am making small pipe bombs to drop into the water to stun fish to the surface. I plan on using Estes model rocket ignitors to set off the charge. What voltage battery will be enough to ignite the charge? The will be small galvanized pipe with end caps, containing rifle powder. A small hole drilled in the cap or side, ignitor inserted, and sealed with epoxy resin. This will be connected to probably speaker wire or phone line wire to be dropped over the side of the boat to a depth of anywhere from 20-40 Ft. I need to know what sort of DC battery will set off the charge. Will a 9V battery do it, or will I have to bring a 12V car battery along??
