it is not something that should be allowed to happen, if dogs roamed like cats do they would form packs and this could be dangerous, they would hunt and attack anything and a large pack would attack people if they were hungry, you would have the problem of parvo, distemper and other diseases becoming a problem, to imagine a world where packs of animals roamed would be a nightmare in our society, just think it would be like having packs of hyenas or wolves roaming around dogs when controlled are great left to roam wild they become dangerous
